International Workshop for the transformation of borderline spaces
Foro Boario Ideas Competition

INTRODUCTION

This competition is proposing to it's participants the following challenge: to reflect upon the mattatoio (former abattoir) complex in Rome in terms of a public space of the city open to different cultures and people of the world. The objective is to focus the multicultural issue within the complexity and the strategical unicity of the area of the city of Rome.

The competitors are encouraged to visit the Foro Boario, that is part of the mattatoio in Rome and are invited to take part to the Boario Thermae Workshop held this summer, in the competition area. The Workshop is open to all the participants.

THEME

The competition's intention is to give the participants full freedom to propose creative ideas on the following themes:

- the void - the Foro Boario as a borderline open space for cultural interaction of spontaneous Associations;
- the constructions - architectures and ephemeral structures for the short and long term activities to be proposed.

The competition's area is located in the historical center where was the ancient port along the river Tiber, in between the ancient walls, the railway tracks and the river. The area is relevant from an archeological point of view. The former Abattoir (mattatoio) is in the Testaccio district. Nearby is the artificial hill so-called Testaccio (from Mons testaceus: mount of pottery) that has been created in the ancient times by the broken amphora coming from the roman port.

The abattoir known as the mattatoio, is formed by two distinguished functional areas inside a wide enclosure. On one side the slaughter and on the other the Foro Boario , originally meant for the market.
Most of the complex is still in apparent state of abandon. Spontaneously in different ways new realities have taken place gradually renovating and using parts of the complex. The Municipality of Rome has presented a project for the area, Piano di riuso del mattatoio, where cultural function is foreseen.

ELIGIBILITY

The competition is open to students and professionals in Italy and abroad. Architects, engineers, landscape architects, artists, planners are encouraged to form collaborative teams.

The competition want's to foster exchanges and studies among professionals, operators and students and for this reason encourages the participants to join the Workshop.

Entries may be made by individuals or groups. Where groups submit entries, each member of the group shall have the same rights in relation to the design project, and the ownership of the project shall be shared equally by all members of the group. In case of a group, a team leader must be designed by the components as the contact person for all relationships with the
competition's secretariat.

Incompatibility of participants

The following persons are ineligible for the competition:

- a) Permanent and deputy members of the Panel of Judges, members of the Competition Secretariat, spouses, relatives and similar, of the above persons, over three generations;
- d) Employers of, and all others working with, members of the Panel of Judges;
- Persons who helped draw up these Competition Rules.

The proposals will be formulated by participants either in Italian or English.

Submission requirements consist in sending by July 31 st 2000, the application form (download from the web site). There is no fee to pay.

PANEL OF JUDGES

The Panel's session will be public. The composition of the Panel of Judges will include the following nine members: Vito Acconci (USA, artist); Stefano Boeri (Italy, planner); Raul Bunschoten (Olanda, architetto); Emanuela De Cecco (Italy, art curator); Massimiliano Fuksas (Italy, architect); Anne Lacaton (France, architect); Yves Nacher (France, architect); Hans Ulrich Obrist (Swizzerland, art curator); Kiong Park (USA, architect); Stefan Tischer (Germany, landscape architect); Guy Tortosa (France, art critic); Franco Zagari (Italy, landscape architect).

50% of the Panel's members is considered a quorum for valid meetings. Decisions taken by a majority of those present are considered valid.

COMPETITION RESULTS

All the entries received will be shown in the exhibition to be held in the mattatoio, in the Ararat spaces. The selected projects will be in the web site's exhibition and will be published in the catalogue: Xenobia, La città, gli stranieri e il divenire dello spazio pubblico.

DOCUMENTATION FURNISHED

The documentation can be downloaded by the candidates on the competition's web site. The documentation includes:

1. two aerial views;
2. site map (scale 1:10.000) and plan (scale 1:1.000);
3. illustrative report;
4. photographic documentation.
5. Logo

Answers to all questions will be sent simultaneously by Email to all registered candidates periodically. Questions will be accepted only until 30 days before the submission of the entries.

PRESENTATION REQUIREMENTS

Competition entries, from individuals or groups, shall include the following documents:

1) four project tables in A/3 format on light, rigid support, containing drawings, plans and a report of no more than one page of A/4 format, describing the approach taken, the design criteria used and the drawings put forward. Any technique is accepted. Entry must be anonymous. Entries must not bear the name(s) of the designer(s) in any part of the entry. The designer must choose some name, phrase or code of identification (i.e. Motto), which must appear on every sheet of the submission, on the right side below corner together with the Logo.

2) closed envelope containing the Motto and the name of the competitor or in case of a team, the names of the components with their qualification: team leader, designer, consultant, collaborator. The envelope should contain a brief competitor/s cv, five lines maximum for each components. In any case it shouldn't be longer than a single page A4 format.

The submission, written in Italian or English, must be sent by mail or special delivery (to the address mentioned in the chapter Organizer) and must arrive by September 4th 2000.

EVALUATION CRITERIA

The following main criteria will be used by the Panel in determining the winner:

- innovative aspects of the proposals;
- relations of the proposal to the context;
- design;
- language and communicative approach;
- answer to the proposed issues.

PUBLICATION AND PROMOTION

By submitting their projects the candidates authorize, unless otherwise specified, the organizer to expose, reproduce and publish their projects – whole or in part – in the form of reports, books or other promotional documents. The projects remain candidate's property.
